Lyudmila Koppel's apartment has only had partial heating and no hot water since Friday. The 56-year-old sleeps in her winter clothes, with a hot water bottle to stay warm. It's very difficult for us. We did not expect the fourth year of the war to be so much harder for us. We would like this to be all resolved soon, for us to be given heat and water, not to be attacked like this. Kiev's mayor says that the city's water, heating and road maintenance workers will all receive bonuses for overtime work to restore these critical services.
