Meanwhile, Germany is considering reinstating a form of conscription to strengthen its military in response to concerns about Russian aggression and uncertainties regarding U.S. support for European defense. The proposed conscription would require 18-year-old German men to register and undergo assessments, a measure that is broadly supported in Germany except among younger adults who would be most affected.

Well, Russia's President Vladimir Putin has warned this morning that any foreign troops deployed to Ukraine before a peace deal will be viewed as legitimate targets by the Kremlin. His comments come a day after French President Emmanuel Macron announced that 26 countries had pledged to send troops to Ukraine as a post-war peacekeeping force after the fighting stops. As Kiev seeks to secure security guarantees in the event of a peace deal with Russia, its European allies are also looking to bolster their own security, with Germany's cabinet last week approving a draft bill that could reinstate a form of conscription. For more on this, I want to bring in Aaron Wiener. He's the Washington Post Berlin Bureau Chief. Aaron, good morning, and thanks for joining us. So give us some perspective here. What would this bill mean, and why is it being brought forward now? So let's put this in perspective. I mean, Germany, for the past 80 years since World War II, has taken a very pacifist stance, and its military numbers have declined a lot in recent decades. Now all of a sudden it's confronting this threat of Russian aggression, this fear that Russia could be capable of attacking a NATO member by 2029, at the same time that the United States is making clear that it can't necessarily be relied upon to defend Europe. And so Germany, as the largest economy and largest country in Europe, is taking it upon itself to try to really build up its military at a very rapid pace. Now this is a pretty big step, potentially conscription. How is this being received in Germany? And let's be clear, this is not like people are going to be getting draft cards in the mail and getting their numbers called. This is kind of an early step. What it would do is require every 18-year-old German man to register, fill out a questionnaire, do a physical assessment, and state his degree of willingness to join the military. It is broadly popular in the country, a majority of German support having some form of conscription. But if you look at the numbers, you'll see that the group that it's least popular with is Germans 18 to 29, in other words, the people who could be most directly affected by it. Now, Aaron, how does Germany's contribution to NATO compare with other member nations? It's a little bit hard to measure. Everyone is kind of doing this delicate dance right now, but all NATO members have committed to spending 5% of their GDP on defense. Again, that's interpreted very broadly. So it includes things like infrastructure that could aid in defense. So that is a broad commitment across Europe. You know, on an individual level, countries are really going about their own processes for building up their militaries. And so Germany is hoping to be the strongest conventional military force in the continent. But it will take some work to get there. All right. Aaron Wiener, thanks so much for joining us.
