This is Barangay Binalio, a landfill site in Cebu. The name has a grim irony. From the local language, it's translated as a place where one loses the mind. For years, what others threw away became a livelihood here. This landfill fed families. It gave work to entire communities. Now it has become a mountain of heartbreak. Since Thursday, families have been waiting here every day, standing at the edge of the site, hoping for news of those trapped inside. As the hours pass, hope thins. Fatima Matabid's brother is missing. He even brought our father to the hospital that morning. Our father has been waiting for him since. Junel, my brother, he was naughty, but he was generous to us all. My parents are at home now, and I don't know what to tell them. Behind me is what used to be a warehouse, where it is believed that more than 20 workers remain trapped. It happened Thursday afternoon, around 4.30 in the afternoon, just 30 minutes before their official shift ends. And now it's been days, and families are really getting worried because they have yet to hear news about their loved ones. Search and rescue teams are here, but the rain begins to fall heavily, making the conditions more dangerous. Even experienced crews know it is too risky to go in, so they wait. And so do the families, exhausted, feeling abandoned in their grief. This is privately run land, highly secured, governed by strict regulations. But many are asking whether those rules were followed, and whether this could have been prevented. It has been a brutal few months for Cebu. Many of the missing survived a typhoon late last year that killed more than 100 people in this province, and an earthquake only months before that. In almost every disaster in this country, the same pattern emerges. The poorest pay the highest price. Much is often said about Filipino resilience, but this is not fate.
