It's not just the conflict over water, but also infrastructure, which is causing controversy. Unlike India, Pakistan relies entirely on the Indus system's rivers. Pakistan says the growing number of Indian projects will worsen the climate-driven droughts and floods. An environmentalist sworn, this threatens food security.
