New South Wales Office of the Children's Guardian Steve Kinmond, who oversees the state's working with children checks, has been sacked after an internal investigation found he was granting licenses against legal advice.

Steve Kinmond was dismissed from his position as the New South Wales Children's Guardian after an inquiry found he had failed to declare a conflict of interest. The inquiry revealed Kinmond had exchanged numerous calls and messages with an individual he later cleared to work with children, against official advice. 

The dismissal comes as the state government unveils a suite of proposed reforms to address safety concerns in the childcare sector. These include increased fines for large providers, enhanced whistleblower protections, expanded regulatory powers, and suggestions for aligning preschool reporting requirements with those of primary schools. The reforms aim to rebuild trust with parents and improve the reliability of quality ratings in early childhood education.

Steve Kinment, today sacked by the State Government. He had been serving as the New South Wales Children's Guardian until claims surfaced he defied advice and gave someone clearance to work with children. Someone he'd exchanged 90 calls and more than 350 text messages with over a year and didn't declare the conflict of interest. The Inquiry Commissioner found this conduct to be a significant transgression of appropriate and proper boundaries. This sacking comes as the State Government releases its plan to address grave concerns about safety in the childcare sector. Nation leading and landmark reforms and it's the way that we are going to rebuild our trust with parents. Among the 30 proposed changes, fines for large providers that operate 20 or more services would increase 900% up to half a million dollars, whistleblowers would have improved protections and the regulator would have more power and could ban mobile devices or impose compulsory training if there was an unacceptable risk to child safety. What we're seeing here today is really pretty minimal when you look at it. This is just the beginning of a much, much bigger piece of work that needs to be done. There are hopes the changes will bring more clarity to quality rating systems. When you have conflicting indicators telling different stories, how do we achieve confidence in the reliability of the quality ratings? Another suggestion to strengthen the legislation is to bring preschools in line with primary schools with their mandatory reporting requirements, also addressing pay and conditions because a stable workforce improves child safety. All schools run as a matter of compliance, child protection training every year but in early learning centres only one staff member needs to be regularly trained. Paris Martin, 10 News.
