School attendance in the region has dropped drastically as families leave in search of food and water, and aid agencies are struggling to meet the needs due to budget cuts and limited resources. The Kenyan government has classified Mandera as being in the highest drought emergency phase, and aid workers warn that without immediate intervention, the situation could deteriorate further.

But what happens when these rations run out? We eat whenever food is available. There's nothing in the fields, our animals are dead. When families are struggling, education is not always a priority. The local schoolyard in Mandera is nearly empty. Like the half-empty classes, it's a sign something is wrong. Some students have left the area with their parents to look for food and water. So school enrollment has drastically reduced, yes, it has seriously impacted on school enrollment. You see a school maybe had 500 students or 500 pupils, today has less than a quarter. School feeding programs, a plate of beans and rice every day, is an incentive to try and encourage the few children still here to stay in school. After three failed rainy seasons in a row, Kenya's government has placed Mandera County in what's called the alarm phase, the highest drought classification. Mandera is the worst in the entire region. We're already showing a red cap, or a red indicator down there. These people's lives and livelihoods will completely kick off in the next one month. It's like the lives of the people will go off. That's a situation to say, an alarming situation. They really require an assistance, an intervention, an immediate intervention. Mandera's drought is part of a larger crisis affecting Kenya and neighboring countries. Aid workers say this is a full-scale emergency. If the drought persists, then things are going to get worse. And this is Kenya, one of the biggest economies in East Africa. If it's bad in this country, then what is happening in Ethiopia, which is in that direction, and Somalia, which is over there. Cuts to budgets and limited resources means rations aren't enough. Agencies have to prioritize and decide which families are most at risk. Drought is common in this part of the country.
