California Governor Gavin Newsom has signed the No Secret Police Act, a new law requiring law enforcement agents, including federal immigration officers, to show their faces and provide identification during enforcement actions. The measure was introduced in response to concerns about masked federal agents conducting immigration raids, which have caused fear in local communities.

Federal officials have stated they will not comply with the law, arguing that California lacks the authority to regulate federal agents. Legal experts anticipate the law will be challenged in court, as federal agencies cite safety concerns for their agents. The law includes exemptions for SWAT, undercover assignments, and protective or medical gear, and is set to take effect in January. Several other states are considering similar legislation.

Now that California's law has passed, at least six states are considering similar measures to ban agents from wearing masks. Does California have a good legal case here? California has a bit of an uphill battle. CBS News legal contributor Jessica Levinson thinks California's law is likely headed to court. Courts tend to give a lot of deference when federal officers say this is our policy, and it's for safety reasons. Courts tend to not like to second guess that ice agents are saying we need to wear a mask because we fear retribution. We fear for our safety.
