The relationship tanked eight years ago when Canada arrested Meng Wanzhou, an executive at telecoms giant Huawei, following a U.S. extradition request. Soon after, China jailed two Canadians on spying charges. It was from this busy commercial district in Beijing that Canadian Michael Kovrig was suddenly taken and detained by Chinese state security officials in December 2018. He and Michael Spavor were imprisoned for more than two and a half years before the diplomatic standoff ended with their release and that of Meng in September 2021. Liam Mather works closely with the Canadian business community in China and says the incident caused a collapse of trust. Certainly, the diplomatic tensions create risk for all companies that have been operating here. So hopefully a new era in the relationship will remove some of that risk. Beijing and Ottawa have also locked horns over trade. In October 2024, Canada imposed a 100 percent tariff on Chinese electric vehicles after a similar move by the U.S. It also placed a 25 percent duty on steel and aluminium. Beijing retaliated with a 76 percent levy on canola seed imports and a 100 percent tariff on canola oil, meal and peas, a heavy blow to Canadian farmers. Experts say Carney has little choice but to move closer to China.
