The incident has intensified criticism of the EU's policy of supporting the Libyan Coast Guard with training, funding, and equipment to intercept migrants. Human rights groups argue these policies contribute to abuses and endanger migrants and rescue workers. Despite a recent drop in asylum requests and irregular arrivals, the number of deaths at sea remains high, underlining calls for safer legal migration routes.

What happens next has been called outrageous and unacceptable by the crew of the rescue vessel and deeply concerning by the EU's border protection agency Frontex. The Libyan patrol opened fire on the ship which belongs to the European aid organization SOS Mediterranean. The crew said they didn't understand what was going on until windows began exploding over their heads. For 20 minutes they fired a barrage of bullets at us seriously endangering the lives of our crew and the survivors we had on board. Fortunately no one was injured but our ship and rescue equipment were heavily damaged. The Libyan Coast Guard claimed it's only fired warning shots into the air but the aid organization which just before the attack had rescued 87 people mainly from Sudan and was reportedly searching for another migrant boat in distress says it's taking legal action. It's demanding accountability not just from those who fired the shots but also from quote European states and institutions who cooperate with the Libyan Coast Guard. Libya has long been a starting point for migrants trying to get to Europe and the country's Coast Guard receives training funding and equipment from the EU as part of efforts to intercept and deter the many thousands willing to risk their lives making the journey. Critics like Amnesty International say such efforts amount to complicity in human rights violations and show a lack of regard for the lives and dignity of refugees and migrants. The work of rescue vessels like the Ocean Viking is being made more difficult with some countries such as Italy accusing NGOs of aiding human trafficking rather than saving lives. What's more the EU is preparing to tighten rules on migration despite a drop of more than 20 percent in the number of asylum requests and irregular arrivals in the first six months of 2025 mainly because of a decline in the number of Syrians seeking protection. One number that remains high though is that of lives lost at sea. In 2024 this was 2,452 people according to the UN's International Organization for Migration, slightly less than the previous year but still a sign says the UN that safe legal routes are needed.
