Kenyan President William Ruto has stated that the ongoing crisis in Haiti is solvable, despite significant logistical and operational challenges faced by the Kenya-led multinational security support mission. Speaking at a high-level meeting during the United Nations General Assembly, Ruto noted that fewer than 1,000 personnel have been deployed to Haiti, falling short of the planned 2,500 troops, and cited issues with second-hand vehicles provided for the mission, which have compromised safety.

Ruto commended the United States for its support but emphasized the need for improved logistics and a broader mandate for gang suppression. He described the gangs as being in retreat with minimal intervention and urged the international community to recognize that the situation in Haiti can and must be resolved. The mandate for the current mission is set to expire soon, while gang violence continues to be a major concern.

If that remains unpredictable, I'm afraid the next mission may suffer the same as MSS. As of June 2025, fewer than 1,000 personnel have been sent to Haiti, well short of the 2,500 troops planned for the mission. I must commend the United States. They did make available logistics, vehicles. But unfortunately, most of the vehicles were second-hand vehicles and therefore they broke down a lot many times. And in fact, it put our personnel in great danger when they broke down in very dangerous places. Or at least they stepped up. The United States on Monday has also reaffirmed its call for a scaled-up gang suppression force with a broader mandate to bring back security in Haiti. The gangs, in my very honest opinion, are cowards. With very minimal intervention, they have literally gone into hiding, occasionally showing up, guerrilla warfare of some sort. And therefore, I thought I would use this meeting to bring to the attention of the international community that the situation in Haiti can and must be solved. The mandate of the MSS is expiring on October 2nd as gang violence remains rampant in Haiti.
