The man in the photo is Dubbo Mayor Josh Black, a casual employee of Upper House Labor MP Stephen Lawrence. Both have lodged formal complaints. We are taking it very seriously as we take any investigation very seriously. The meeting the minutes were from is itself raising eyebrows. It was between Country Mayors and Minister Tara Moriarty earlier this month. When she posted a photo of the gathering online, Dubbo Region Labor commented, Where's Josh? A reference to Mayor Black, who's standing here on the left, was cropped out of the minister's post. That was after this photo of him in a goods lift was taken without his consent. Mr Black's notes clearly saying, Tara no show, which was then leaked to the media to embarrass Minister Moriarty. Far from a trivial matter, security camera footage is now being examined and procedures for visitor passes are being reviewed, including whether Mr Black, as a visiting Mayor that day, should have even been in that part of Parliament. People shouldn't be taking photographs of other people and their staff. But people also, if they're in this building and have confidential documents, they shouldn't have them on display.
