The German government has approved legislation designed to promote voluntary military service, with the goal of increasing the Bundeswehr's personnel in response to new security challenges. Defence Minister Boris Pistorius outlined plans to grow the number of temporary and professional soldiers to 260,000 by 2035, and to 460,000 including reservists. 

The initiative includes sending a questionnaire to all young men and women to gauge their willingness to serve, with mandatory responses for men and voluntary for women. While enlistment will initially remain voluntary, the bill allows for the possibility of reinstating compulsory service if voluntary recruitment proves insufficient.

The Bundeswehr must grow, the international security situation, especially the aggressive appearance of Russia, requires this. We do not only need a well-equipped troop, we are in full swing, we have been doing this for two and a half years and we do not stop. We also need a personnel-strong Bundeswehr. Only then is deterrence as a whole really credible against Russia. In 2026, all young men and women will receive a questionnaire on willingness to perform military service. Answering it will be mandatory for men and voluntary for women. The German government stressed that enlistment would initially be voluntary. However, the bill would also allow the Bundestag to reintroduce compulsory military service with a simple amendment if not enough recruits enlist voluntarily.
