A 20-year-old French prisoner who escaped last week in the luggage of his fellow inmate when he was released was arrested Monday near the eastern city of Lyon, prosecutors said.

The escape was facilitated by gaps in security, including a lack of physical checks on the laundry bag and insufficient staff presence, attributed in part to the prison operating at 170 percent capacity. 

The inmate managed to pass through several security checkpoints and doors, aided by remote door operation and video surveillance without direct guard supervision. Authorities arrested the fugitive's accomplice in Marseille, and the incident has prompted renewed scrutiny of prison conditions and security protocols.

It was 6 o'clock Monday morning when these neighbors got a surprising wake-up call. A wanted fugitive who had escaped from prison had just been arrested outside of this cellar in a neighborhood near Lyon. I came out onto my balcony, and suddenly saw some men running after another man. They pushed him to the ground, and then got him up. I could hear them say, what's the story with the bag? It was quick, like five minutes. They apparently caught him. So if they did, then it's great. The fugitive's run from the law ended on this street, just about 30 kilometers from the detention center where he had escaped three days earlier. The 20-year-old was in custody, awaiting trial on accusations of murder, gang activity and weapons charges. Officials said that his daring jailbreak was made possible by several gaps in security. Here's how it happened. On Friday morning, the inmate in question slipped into the laundry bag of a 72-year-old cellmate who was being released. The bag was placed on a trolley with the rest of the older inmate's belongings. The man being released was then processed. He signed some papers and retrieved his belongings. He then passed through several security checkpoints and doors that had to be unlocked. He was under video surveillance the entire time, but apparently not accompanied by a prison guard. This is a modern detention facility, equipped with video surveillance and, more importantly, remote opening of the prison doors. As a result, an inmate may have to pass through several buildings without necessarily encountering a guard. But even more shocking, at no point did a prison guard look inside the laundry bag. A prison union said the incident was not surprising, given the jail is currently at 170 percent capacity. Between overcrowding and staff issues, the agencies have overcome this challenge. But there is less vigilance, and this ultimately allows for loopholes. The fugitive's accomplice was arrested Monday night in Marseille.
