Moscow has also been suggested as a possible location, though this has drawn criticism from Kyiv.

Legal and security considerations remain central to the negotiations. Western allies emphasize Ukraine's security, with proposals for a mutual defense agreement similar to NATO's Article 5, though NATO membership for Ukraine is not currently on the table. The United States has ruled out deploying ground troops but has indicated that American air power could support any future security arrangements.

After a flurry of diplomacy at the White House Monday, with Ukraine's Volodymyr Zelensky and a host of European leaders, hopes for a deal to end Russia's war remain tenuous, while a face-to-face meeting between Zelensky and Vladimir Putin now appears more likely than it ever has since the start of Russia's invasion, nothing is confirmed yet. French President Emmanuel Macron is pushing for a summit in Geneva. The governments of both Switzerland and Austria have said they're willing to host, despite the arrest warrant issued against Putin by the International Criminal Court for his conduct of the war. The Federal Council has already defined the legal situation. It defined the procedures and rules and outlined the framework for, let's say, granting immunity to a person under an international arrest warrant. If that person comes for a peace conference... On his Monday phone call with Trump, Putin reportedly floated the idea of Moscow as a summit location, much to Kiev's dismay, Russian Foreign Minister Sergei Lavrov warning that any peace deal must prioritize Russian interests, even on Ukrainian territory. Without respect for Russia's security interests, without full respect for the rights of Russians and Russian-speaking people living in Ukraine, there can be no talk of any long-term agreements. For Western allies, Ukraine's security is the top priority. While NATO membership for Ukraine is currently off the table, top European military officers are making plans to enforce any eventual peace deal with a mutual defense agreement similar to NATO's Article 5. Trump, meanwhile, has ruled out U.S. boots on the ground, but says that American air power could be part of Western security assurances.
