This policy change aligns with an executive order signed by President Trump, which aims to restrict participation in women's sports to those assigned female at birth. 

While the new rule does not explicitly mention transgender athletes, it references compliance with the executive order titled 'keeping men out of women's sports.' The move comes despite the International Olympic Committee's 2021 framework, which emphasizes inclusivity and leaves decisions on transgender athletes to sport governing bodies. The USOPC's decision follows a recent statement from its Chief Executive indicating no plans to define eligibility criteria before the 2028 Los Angeles Olympics.

Well, Liz, the committee added to its athlete safety policy Monday a section that will ban transgender women from competing in women's sporting events. The policy states, quote, the USOPC will continue to collaborate with various stakeholders to ensure that women have a fair and safe competition environment consistent with Executive Order 14201. Now, the rule doesn't mention transgender athletes explicitly, but it does reference compliance with the executive order signed by President Trump called, quote, keeping men out of women's sports, which was also aimed at changing rules around athletes who are transgender. Now, the International Olympic Committee's framework from 2021 states the need to ensure everyone can practice sport in a safe, harassment free environment that respects their needs and identities. It places the final authority for decisions on transgender athletes with the international and national sport governing bodies. Now, the U.S. amendment comes just months after a USOPC meeting in April, where Chief Executive Sarah Hirschland said the committee had no plans to define eligibility criteria ahead of the 2028 L.A.
