This follows a worker death in 2023 and a serious injury in 2024, prompting the FTA to demand a new safety plan within 30 days.

The MTA responded by stating it had already addressed safety concerns and suggested the funding threat is linked to disputes over New York's congestion pricing program. The FTA's recent audit highlighted significant safety gaps, with a notable increase in near-miss incidents. Both the current and previous federal administrations have threatened to withhold funding over safety and crime concerns in the subway system.

Said, quote, Transportation Secretary Sean Duffy has said time and again, safety is U.S. DOT's top priority and we will not accept anything less than full accountability. We will not accept being jerked around on safety and security issues any longer by anyone anywhere. The Transportation Department added that the M.T.A. has 30 days to submit a new worker safety plan. However, the M.T.A. said on Tuesday it had answered the rail safety questions months ago, calling the threat of withheld funding as part of a pattern of attacks tied to New York's congestion pricing program. That Biden approved program charges drivers a fee to enter Manhattan below 60th Street. The goal is to reduce traffic and fund New York City's transit upgrades. But in this administration, Transportation Secretary Sean Duffy threatened to withhold project approvals and billions in funding if the M.T.A. Didn't end the congestion pricing program. An F.T.A. audit of the subway in 2024 flagged major safety gaps and called for more oversight after 38 near miss incidents in 2023, a 58% jump over the year before the Trump administration has also threatened to withhold M.T.A. Funding over subway crime.
