During his visit, Blinken noted that Israel has accepted the U.S.-proposed ceasefire plan. Despite Israel's acceptance, Tel Aviv has not formally commented on the matter. The response from Hamas was relayed through Egyptian and Qatari intermediaries, indicating a complex negotiation process involving multiple parties.

Blinken, along with Qatari officials, emphasized their commitment to bridging the gap between the involved factions, expressing a goal to reach a mutually agreeable solution despite current difficulties. In the meantime, the humanitarian situation in Gaza remains dire, with both Israeli strikes and the blockade contributing to severe hardships for Palestinian civilians.

A recent UN report has accused both Israel and Hamas of committing crimes against humanity since the conflict escalated, specifically noting that Israel has used starvation as a method of warfare. Blinken says Israel has accepted the proposal, although Tel Aviv has so far remained silent. And Hamas submitted a response late on Tuesday through Egyptian and Qatari mediators. Hamas has proposed numerous changes to the proposal that was on the table. We discussed those changes last night with Egyptian colleagues and today with the prime minister. Some of the changes are workable, some are not. Speaking to media in Doha, Blinken and Al Thani made it clear they'll continue to work to bridge the gap. These affairs are not new and this is an established dynamic. And there is a space of give and take because their name is negotiations, as our goal in this process is to reach an agreement. And it is not a definitive answer of yes or no in these circumstances. We hope that this process will be completed in the shortest possible time. A newly released UN report says Israel and Hamas have both committed crimes against humanity since October 7, and that Israel has used starvation as a weapon of war.
