The ruling, made by U.S. District Judge Karen Emmergit, follows an earlier decision preventing the deployment of Oregon National Guard troops, citing that the protests in the city did not justify a military response.

After the administration attempted to send troops from California and Texas, Judge Emmergit extended the block, stating that circumstances had not changed. The order will remain in effect until at least October 19, preventing the deployment of National Guard troops from any state or Washington, D.C., while a longer-term ruling is sought. The White House and Pentagon have not commented on the decision.

The administration then moved to call in troops from California and Texas, which Judge Emmergit blocked on Sunday, saying that, quote, nothing had changed since her earlier ruling. National Guard troops are state-based militia forces that answer to their governors, except when called into federal service. Trump has said their deployment to Portland is necessary to respond to protests at an immigration facility in the city, which continued on Sunday evening. Emmergit's ruling will remain in effect until at least October 19th. That means the Trump administration will be blocked from sending National Guard troops from any state or Washington, D.C., to Portland, while Oregon and California seek a longer-term ruling in court. The ruling is a setback for the president as he seeks to dispatch the military to cities over the objections of their Democratic leaders. There was no immediate comment from the White House or Pentagon on the latest court ruling. Earlier Sunday, Trump said Judge Emmergit should be ashamed of Saturday's decision.
