This suspicion has now been confirmed by United Nations sanctions monitors. 

The report indicated that the missile is in violation of the arms embargo that has been in place against North Korea since 2006, due to its ongoing ballistic missile and nuclear programs. Despite concluding the missile's model, the U.N. Monitors stated they were unable to identify from where the missile was launched or by whom independently. Additional details provided by Ukraine suggested the missile was launched from Russia. 

This situation underscores ongoing international concerns about the transfers of weapons and the deepening of military relations between North Korea and Russia, especially in the context of the conflict in Ukraine. The United States and other countries have previously accused North Korea of supplying weapons to Russia, accusations that both countries have denied. Nevertheless, both nations have expressed intentions to strengthen their military cooperation.

In the report, the monitors concluded that the debris was from a Hwasong-11 series missile and is in violation of the arms embargo on North Korea. It's been under UN sanctions since 2006 over its ballistic missile and nuclear programs. In their report, the monitors say they quote could not independently identify from where the missile was launched nor by whom. Information about the missile's trajectory, supplied by Ukraine, suggests it was launched from Russia, the report says. Russia and the DPRK must be held accountable for their actions. The U.S. and others have previously accused North Korea of transferring weapons to Russia to use against Ukraine, which it invaded over two years ago. Both have denied the accusations. Last year, they vowed to deepen military relations.
