The government is implementing legal measures to simplify the connection of backup energy equipment and expand electricity imports, while appointing a new energy minister to manage the crisis.

The attacks have resulted in prolonged power outages, with some households experiencing only four hours of electricity followed by 12 hours without. Authorities have set up approximately 1,200 emergency warming centres to assist residents, and the mayor of Kiev has advised those able to temporarily leave the city during ongoing restoration efforts.

Battling sub-zero temperatures, repair crews in Boryspil, a town in the Kiev region, raced to re-establish power after another Russian strike left over 80,000 residents without electricity nor heating. The attack is the latest in a months-long barrage of drones and missiles pounding the nation's energy infrastructure, forcing the Ukrainian government to plan a state of emergency in the energy sector. The state of emergency in the energy sector will be legally implemented, which will provide more options. The Cabinet of Ministers of Ukraine will streamline to the maximum everything related to connecting backup energy equipment to the grid. The measure aims to simplify procedures to connect backup power and expand electricity imports. President Zelensky appointed a new energy minister to handle the emergency situation. The decision comes after earlier this week, several hundred thousand households near Kiev were left without heating for days as temperatures fell below minus 15. It's hard, it's very cold. There are electric batteries there and it's cold. I covered myself with two duvets last night. So it's important for the whole city to be connected to electricity. There's power for four hours, then there's no power for 12. The network cannot withstand the load. It constantly breaks down. The Kiev mayor even urged residents to temporarily leave the city during restoration works if they were able to do so. Some 1,200 emergency warming centres have also been set up to help residents stay warm, charge their phones and get hot food and drink.
