Now, the partisan gridlock between House members stems from President Trump's push to redraw the state's congressional districts to add five more Republican seats. Now, on Tuesday, state senators passed their version of a redistricting map. Democrats walked out of the chamber in protest. The bill now heads to the House, but after House Democrats left the state to delay voting on the policy, there haven't been enough members present to do any business. In the meantime, other policies are being held up, including response and relief efforts for Texas flood victims. We cannot take up the critical flood response legislation scheduled for our floor today. Bills that would deliver and help families and communities who've lost their homes, their businesses, their livelihoods, and in some cases, their loved ones. My response is that we're actually not blocking this legislation. We're actually putting it at the forefront. And it's because Texas Democrats are making such a big deal about the fact that Republicans in the House have put flood victims on the back burner that now they're focusing on these issues. If the House and Senate end special session on Friday, the governor released a statement saying he will immediately call them back with the same agenda. He adds the calls for a special session will not stop until the agenda is passed. Representative Mihaela Plaza tells Fox 4 she knows she and other Democratic lawmakers will have to come back at some point. She didn't give any specifics about when, but says she hopes the second special session will prioritize Texans instead of redistricting. Republican leaders are also warning the absent members remain subject to arrests if they do not return to the Capitol. Out-of-state Democratic members say they've experienced an increase in surveillance at their homes and at their colleagues' homes. Now, while they're out of state and out of their seats, they are racking up fines. House Speaker Dustin Burroughs says the amount is well over six figures in overtime, and the absent members will be responsible for paying everything back.
