Survivors and employees had previously raised concerns about the landfill's safety following earthquakes and typhoons. Rescue efforts are complicated by the risk of further collapse, and emotions at the site range from hope to frustration as the search for survivors continues.

We are still here in Binaleo Landfill in Cebu Province, Central Philippines. In this site, where families have been waiting for days now, the number of relatives continue to increase and yet the number of bodies being pulled out become less and less. Initially we spoke to a survivor who said, you know, they wanted to volunteer, they wanted to be the one to assist rescuers because they knew exactly where the bodies were. They were together with those who were trapped here just before they were able to escape but yet they were not allowed and this really has become very frustrating. There are now questions over safety. One survivor said that over the past few months, employees have expressed their concerns with the management. There was an earthquake, there were several typhoons, which should have prompted the management to secure the safety of this facility. Researchers here tell us conducting rescue and retrieval operations are easier said than done. That even though they have cranes to pull out those metals, those poles, the conveyor belts, there is a huge likelihood that when they do so, that the landfill will collapse and will make it nearly impossible to pull out survivors. There have been a rage of emotions here. Hope, hopelessness, anger, rage, and still many are still praying.
