The United Nations has warned that diplomatic progress has not translated into improved security on the ground, with both sides failing to comply with obligations under Security Council Resolution 2773 and the Doha Pact. The M23 rebels, who did not participate in the Doha talks, have stated they will not honor the agreement, raising doubts about the effectiveness of recent peace initiatives.

Tensions remain high as Rwanda calls for the protection of its territory and emphasizes the importance of respecting the sovereignty of all regional nations, including the DRC. Thousands have been killed and hundreds of thousands displaced in the ongoing conflict. A ceasefire deal brokered by Qatar missed its deadline, and no significant negotiations have taken place since.

Peace efforts stall as violence escalates in Eastern DRC

The DRC and M23 rebels may have signed a peace declaration in Qatar, but violence still rages in eastern Congo. The UN warns that diplomatic efforts have yet to stop the bloodshed. Regrettably, the evolution of the security situation on the ground has not matched the progress achieved on the diplomatic front. While the parties are yet to comply with their obligations under Security Council Resolution 2773, the Doha Pact followed June talks in Washington, but M23 wasn't at the table and says it won't honour the agreement. Despite all these peace initiatives, we remain concerned in light of recent developments about the sincerity of Rwanda's commitment and that of their AFC M23 auxiliaries, who persist in trampling on their obligations under the Washington Peace Agreement and the Doha Declaration of Principles. Rwanda has also voiced its concern demanding its territory be protected amid ongoing tensions. It is non-negotiable the territorial integrity of the DRC. So is the territorial integrity of neighbours of DRC, including Rwanda. And the territorial integrity and sovereign obligations of any member country of the UN include fair treatment of citizens. Sovereignty comes along with obligations. The DRC must stop mistreating or treating part of their population as less than citizens. Thousands have been killed and hundreds of thousands displaced in the conflict. A final ceasefire deal between Congo and M23, brokered by Qatar, missed its deadline. No major talks have happened since.
