The report, based on interviews with officials from Mali's military and government ministries, claims that Malian personnel blame their Russian counterparts for operational mistakes and for disrespecting the local military command structure.

The report also notes that Russian advisors receive preferential treatment, including higher wages and priority in medical evacuations and equipment, which has fueled resentment. Despite their presence since 2022, the Russian group has not secured mining concessions as payment and has been unable to significantly curb the activities of Islamist and separatist groups in Mali.

Russian military advisers, then known as Wagner, began operating in Mali in 2022 after Bamako kicked out French forces. They have since been renamed Afrika Korps. Malian troops interviewed by The Sentry say their Russian colleagues are given preferential treatment and prioritized in the event of medical evacuations and equipment. Their wages are also considerably higher. The report says that Wagner has not yet obtained any mining concessions as payment. It says Wagner's been unable to push back Islamist and separatist groups challenging the authority of the Malian state in any significant way.
