Authorities in the Libyan city of Derna have been burying the dead in mass graves. The official death toll stands at over 5 thousand, but that number is expected to rise substantially with over 9 thousand people still missing. UN agencies meanwhile say most of the deaths in Libya could have been avoided if early warning and emergency management systems had functioned properly.
