The process is described as multi-step, with negotiations ongoing for other factions, some of which have not committed to disarmament. Armed groups like Hamas have criticized the initiative and have not participated. The effort is seen as a test of the state's ability to assert sovereignty, with broader plans to address other armed groups in the country, such as Hezbollah, which has vowed to resist any disarmament attempts.

Not since Lebanon's civil war ended four decades ago has the Lebanese army been involved in collecting weapons outside the state's control. It's the first time Palestinian factions who've long had an armed presence here are handing over their arms. But while these may be unprecedented scenes, it is only the beginning of what is being described as a multi-step process. At the moment only the the factions under the umbrella of the Palestinian Authority are handing over at the moment. The next step is to negotiate the handover of weapons from all the other factions. There is no unified leadership in these camps for Palestinians. They are governed by inter-factional committees, some of whom do not pledge loyalty to the Palestinian Authority despite it being internationally recognized. The decision to disarm what are now built-up areas was taken in a meeting between Lebanon's President Joseph Aoun and Palestinian Authority President Mahmoud Abbas while he was in Beirut in May. Today we handed over all of the heavy weapons to the Lebanese army and army intelligence and we are committed to working together with them. Some have described the process so far as symbolic. Armed groups like Hamas that are committed to resistance against Israeli occupation have so far not engaged. They have criticized what they call unilateral decisions and haven't committed to disarm. I don't think that force is necessarily an option at the moment. We've had some very good preliminary discussions with some of the factions who have expressed their willingness to cooperate. The initiative to disarm Palestinian factions is part of a broader strategy to assert state sovereignty by the country's new leadership and they are hoping to do this by the end of the year. Disarming Palestinian factions is seen as a test. Disarming Hezbollah is seen as a bigger challenge. Lebanon's army is supposed to present its plan in the coming days. But Hezbollah is not just more powerful than Palestinian factions. It enjoys public support too, and it is promising to confront any attempt to disarm it. The effort to disarm Palestinian camps is being described as a historic step toward unity and stability. But that's what is also at stake. Zaina Khadr Al Jazeera, Beirut.
