North Korean leader Kim Jong-un is making a rare trip outside of his country by armoured train to visit Russian President Vladimir Putin. The two are believed to be meeting in the eastern Russian city of Vladivostok to discuss military co-operation.

This was the last time Russia's president met with the leader of North Korea in 2019. Now Vladivostok, a city in Russia's Far East, is again ready to host the reclusive Kim Jong-un. One of the only leaders perhaps more maligned in the West than Putin. North Korea is such an isolated country, maybe they'll be friends with us, said this woman. But what worries U.S. officials is just how far the nuclear-armed countries could go to help each other out. North Korea showed off some of its military arsenal during a carefully choreographed parade on the weekend. The U.S. believes what Russia is likely after is ammunition and shells, which it's running low on after more than 18 months of war in Ukraine. I will remind both countries that any transfer of arms from North Korea to Russia would be in violation of multiple United Nations Security Council resolutions. North Korea has previously denied selling arms to Russia. But over the summer, Russia's defense minister, Sergei Shoigu, visited Pyongyang. If North Korea were to give Russia weapons, what could North Korea get in return? Russia will be willing to provide energy support, technology support. And I think this symbolizes that Russia will continue to support North Korea's development of its missile and nuclear program. This professor of international relations says it would be hard for the West to punish North Korea because it's already heavily sanctioned. And any UN proposals would be voted down by Russia and China. As for Putin, he's already in Russia's Far East, where he helped to christen oil and gas ships. At a time when the leader is bereft of other allies, Russia appears poised to deepen its ties with a country that shares its isolation and hostility towards the West.
