France is set to officially recognize the State of Palestine at a United Nations General Assembly summit, following similar moves by the United Kingdom, Canada, Australia, and Portugal. President Emmanuel Macron has outlined a phased approach to resolving the conflict, including an immediate ceasefire, release of hostages, humanitarian aid, and long-term plans for Gaza's governance and reconstruction. 

The French government has removed previous conditions, such as the disarming of Hamas, for recognition, but maintains that the release of hostages will be required before opening an embassy in Palestine. The decision has drawn criticism from Israeli Prime Minister Benjamin Netanyahu, while other European countries are expected to follow France's lead. The United States remains opposed to the recognition of Palestinian statehood.

The United Kingdom, Canada, Australia and Portugal all recognized the Palestinian state on Sunday, with France set to do the same at the United Nations General Assembly in New York later this Monday. The French President Emmanuel Macron laid out his vision for the steps that should follow recognition on American television. We have a first phase, which is, I would say, the emergency phase, ceasefire, release of all hostages, and third, restoring the humanitarian roads and the stabilization of Gaza. We have a second package, which is the day after, we will revert on that, how to organize Gaza in terms of governance, security and reconstruction, and third package, the perspective of the two states. But recognizing a Palestinian state today is the only way to provide a political solution to a situation which has to stop. Macron's announcement will take place during a summit at the United Nations, sponsored by France and Saudi Arabia, which will attempt to revive the two-state solution to the conflict. Paris has now removed any conditions, such as the disarming of Hamas, from its recognition of a Palestinian state. But you are not making the release of the hostages a condition before recognition? It will be for us a requirement very clearly before opening, for instance, any embassy in Palestine. Following the historic decision, Israeli Prime Minister Benjamin Netanyahu has accused Macron of contributing to anti-Semitism, an assertion the French leader has firmly rebuffed. Belgium, Luxembourg, Malta, Andorra and San Marino are all set to follow France in recognizing Palestinian statehood. But the US, a permanent member of the Security Council, remains firmly opposed to the move.
