Webb's tenure included a range of roles from general duties to specialist command, and she was notably involved in child protection work. While her leadership faced criticism over the handling of high-profile incidents, she was also recognised for her efforts against domestic violence and for championing police recruitment. Her departure coincided with the graduation of 314 new officers, the largest intake in 13 years, marking a period of renewal for the force.

It feels great actually, to just be surrounded by friends and family. On the very ground she graduated 38 years ago, then alongside now acting commissioner Paul Pizarnos, who today saluted her back one final time. I ask everyone to applaud her service to the people of New South Wales today. She is a legendary police officer. She is a trailblazer. She joined New South Wales Police in 1987, holding every rank from general duties to specialist commander in the city and the country. But it was her time working in the child abuse unit that today bore a memory she holds dear. Service is not always served, but I remember getting a thank you card from a young boy who I'd interviewed and helped, and that card was enough. There were highs and lows, her career marred by what many say was her mishandling of some very high profile cases, most notably the fatal police tasering of 95-year-old nursing home resident Claire Nowland. She did though champion the fight against domestic violence. There's always work that will be ongoing, particularly around those silent crimes. Today is also very much about fresh beginnings. In this bumper crop, Amy Vanderjagt, who witnessed the Bondi Junction Massacre, and while cowering in the Nike store, decided never to run away from danger again. I remember feeling completely helpless. It was then that kind of solidified my decision to pursue a career in the police and be the person helping, rather than feeling helpless. Amy's dad and step mum sharing hugs, tears and kisses as she joined the front line. 313 others joined her today, the biggest class of new officers in 13 years. As to who will be their next leader? It's probably the most important decision that we'll make. The 24th police commissioner may have been standing alongside them. It's an incredibly important job, and I think it's now in the hands of government.
