European People's Party President Manfred Weber has called for enhanced European unity and defence in light of recent Russian actions, including the GPS jamming of European Commission President Ursula von der Leyen's plane. Weber highlighted the importance of protecting European institutions and stressed that security is a shared responsibility among all EU member states, not just those bordering Russia.

He referenced the SAFE loan instrument, which allows member states to invest jointly in defence, and advocated for building a strong defence presence on Europe's eastern borders. Weber's remarks coincide with von der Leyen's visits to EU countries bordering Russia and Belarus to promote solidarity and increased defence spending.

The European level, the European Commission, Council and so on is obviously a point of target for the Russian attacks and that's why we have to strengthen also protecting our institutions on the European level. Again, we want to have a peaceful and treaty-based and consent-based cooperation with all our partners. But if someone like Putin is becoming aggressive, is becoming brutal, takes our way of life into question, then we have to stand up and defend ourselves. Weber pointed to the 150 billion loan instrument to boost defence production, known as SAFE, which he said enables member states to jointly invest more in defence. It's not the responsibility of Romania, Poland and the Baltic countries to build up a European pillar of defence or a missile defence shield, for example. It's the responsibility for all Europeans, so all Italians, Spaniards, German citizens also have to invest in our security to protect the east of Europe and that's why the East Shield, to build up a strong defence on the east side of the European continent is a joint European responsibility. Weber's comments come as von der Leyen tours EU member states that border Russia and Belarus to express solidarity and promote Europe's increased defence spending plans.
