The report, shared by Project Plowshares, points to visual evidence suggesting that L3Harris West Cam EOIR sensors, manufactured in Ontario, were used to track and target the vessels.

Analysis of military footage and expert testimony indicate that the distinctive features of the L3Harris system appear in videos of the strikes. While the company declined to comment on specific missions, defense industry sources and sensor operators largely agree with the assessment. The Canadian government has acknowledged awareness of the US operation and is monitoring the situation, while legal experts have raised concerns about Canada's potential complicity and called for tighter oversight of military technology exports.

The company says they don't comment on military missions. So what's the truth? We speak with weapons experts, defence industry officials, and dig into the videos themselves. Here's what we know. September 2nd, 11 people are killed after the U.S. strikes this boat in the Caribbean Sea. Less than two weeks later, another strike. There have been more than three more since then. More than 20 people have been killed. On the boat you had massive amounts of drugs coming into our country to kill a lot of people. The White House says these deadly strikes are fully consistent with the law of armed conflict because these cartels are now designated terrorist organizations and members are unlawful combatants. Were these strikes against these Venezuelan vessels legal? No. There's no serious argument that what the Trump administration has done here is legal. It basically amounts to the president of the United States handing out a license to kill. So was Canadian surveillance tech used in these strikes? There's not much to go on with these videos. First, we don't know if the U.S. military filmed from a Reaper drone, a P-8 Poseidon, or something else that was spotted in the area. But the video has clues about the tracking system, the feed that we're seeing right here. So you can see right away that this was some Canadian tech that was being used, or Canadian manufactured tech. Well, I mean, it certainly looked like it. What we can see immediately is this very distinctive bar with a number in between it, right? This for us is immediately an indicator that this footage was taken from L3Harris West Cam EOIR sensor. The L3Harris West Cam MX series system is an electro-optical infrared device, basically special sensors and cameras. L3Harris is an American company that builds these devices in Hamilton, Ontario. Their customers include police, Canadian military, and the U.S. military. The MX series systems are used in surveillance for search and rescues, wildfires, and by drones. The U.S. Department of Defense is one of, if not the biggest customer of L3Harris West Cam EOIR sensors, worth in excess of $380 million U.S. So EOIR sensors are now integral to modern combat. Project Plowshare says it knows it's an L3Harris West Cam in the first two strikes because they've seen it used before. Here it is in use by the Turkish military. This long line in the middle of the screen looks exactly like what we see in the Venezuelan video. And it's what we see in Ukraine, which has also used L3Harris West Cam systems in drones. You can even see that the blurred bits of the U.S. military videos align with the layout on the other videos. And we can see, again, a consistent pattern here, right? We can see consistent visual fingerprints. So in the middle of the screen, we can see the sensor bar, which is consistent with prior examples where we know West Cam MX series sensors were used. Okay, Project Plowshare says it's an L3Harris West Cam. So we start doing our own digging. We went frame by frame in each video and also noticed this. In the one released September 15th, what appears to be a letter T that wasn't blurred out. If you compare that to an L3Harris West Cam system from this promo video, that seems to be the same place where the FT or feet indicator is. We see the same font and display layout in countless other videos, including from the Canadian military. Okay, so those match, but we're not stopping there because we don't get a clear answer from the company. So we look at the many other tracking systems out there. During its display and cross-referencing with what the U.S. military used, none came close except the L3Harris West Cam. We also speak to defense industry employees and airborne sensor operators, and the consensus is this is likely an L3Harris West Cam. And finally, we dig this up, L3Harris' own manual. The bar and the layout looks identical to the unclassified feed, as well as the unblurred videos we've seen before. We share our analysis with L3Harris. They say as a matter of practice, we don't comment on military missions. We shared our findings with Global Affairs Canada. The department said it's aware of the U.S. operation and is monitoring the situation. International legal experts could make the argument that Canada is implicit in a way in the type of war crimes the Trump administration has committed in the Caribbean basin. Should there be more human rights oversight on the stuff that we send to the U.S., especially military tech weapons? I think the immediate response should be to fix the loopholes in Canada's national control regime to get better oversight on Canadian arms exports to the United States to ensure that they're not being used in abusive ways.
