According to police reports, Ties, who was shackled, fled from a wheelchair and ran through the hospital and down the street before being apprehended by hospital police. The escape has raised concerns among law enforcement representatives and the public about the adequacy of training and procedures for officers escorting inmates outside secure facilities. County officials stated that assigning both a deputy and corrections officer for hospital transports is standard, but did not comment on specific failures in this case. The prosecutor's office is reviewing the incident for possible felony charges.

We start with that escape. This happened while an inmate was away from the jail getting treatment at the hospital. He's back behind bars now, but News five investigator scott noel discovered it's a case raising lots of questions. Yeah, rob questions because that man in the sheriff's department's custody was not only able to break free, according to investigators, he then ran through the busy hospital and down the street before metro health police caught him lunchtime outside metro health main campus in Cleveland can be a busy time of day. But when News five investigators learned happened here in late july, it's kind of terrible. It shouldn't happen. Has some struggling to understand how it could happen here today after I just had a baby. That's kind of crazy. What we know comes through a series of police reports we obtained through public information requests. July 22nd. This guy, Luther ties, was taken to the Cuyahoga County Jail for a probation violation. According to reports, ties had a seizure and was taken to metro health for treatment. Investigators say doctors checked him out and cleared ties to go back to jail around two p.m. But while waiting outside for a deputy to pull up with the car, investigators say ties stood up from his wheelchair, ignored a corrections officer's orders to sit back down and then ran back into the hospital. In his report, a deputy says ties was shackled, but investigators say that didn't stop the 32 year old from running through the emergency department out a door on the other side of the building and then down the street before a metro health police officer stopped him. Working in a public place like a hospital is very different from a secured facility. Colin Sikon is the union representative for Cuyahoga County Sheriff's deputies. I think training is absolutely paramount to this operation going without a hitch and we're having hitches and he's not alone sitting. They was looking for an opportunity and he took it. He represents Cuyahoga County's corrections officers and agrees if they're going to work outside the jail, they need to be trained. Failing to actually have adequate programs and policies and training on the policies and buying the tools and equipment that you need for them to excel is a failing on the part of the Sheriff's department in the county. And he's not the only one calling for change. Worried if things don't, this won't be the last escape. Just more precautions to make sure everybody stay safe because you don't know his whole thing was trying to escape, but you don't know if you might have somebody here who will actually want to hurt someone. In a statement, a county spokesperson said assigning both a deputy and corrections officers to take inmates to the hospital is standard practice and that it quote protects the public hospital staff and the individual receiving care. That statement did not address what went wrong in this case or what will change in the future.
