Russian drone and missile attacks struck Kyiv and several other Ukrainian regions, leaving thousands of residential buildings in the capital without heat or power during sub-freezing temperatures. Many residents sheltered in the Kyiv metro, and significant parts of the city also lost access to water. 

The International Atomic Energy Agency reported that substations critical for nuclear safety were impacted, and the Chernobyl power plant lost all off-site power. Ukrainian President Volodymyr Zelensky remained in Ukraine to address the aftermath, while Russian officials stated the strikes targeted military-supporting facilities.

Kyiv's night sky lit up early on Tuesday, then was plunged into darkness by Russian drone and missile strikes, leaving thousands of residential buildings in the Ukrainian capital without power in temperatures well below freezing. Most of the buildings cut off on Tuesday had only recently had power restored after a similar barrage on January 9th. Hundreds of residents spent the night sheltering in the Kyiv metro. It's tiring, of course it's tiring. How can it not be? When you work during the day and then can't sleep at night. It's exhausting for your nervous system. We don't come down here very often, but today we were scared because there were several ballistic explosions, not just one. The attack wasn't restricted to the capital. Hundreds of drones and missiles targeting energy facilities struck overnight in at least seven Ukrainian regions. Several areas, including a significant part of Kyiv, are also without water. Targeting civilians and civilian infrastructure is a clear breach of the rules of warfare. The International Atomic Energy Agency said several substations critical for nuclear safety were impacted and Chernobyl power plant had lost all off-site power. The Russian defence ministry said it had carried out strikes on facilities that support Ukraine's military. As the attacks show no sign of let-up, Ukrainian officials are trying to keep up the momentum of US-led peace talks. President Volodymyr Zelensky, who had been expected to join leaders at the World Economic Forum Tuesday, said he was staying in Ukraine to deal with the aftermath. Adding that he would travel to Davos only if the US was ready to sign documents there on Ukraine's postal security and economic recovery.
