Billionaire wealth surged at three times ‍its recent pace ​last year to reach its highest level on record, deepening economic and political divides that threaten democratic ⁠stability, anti-poverty group Oxfam said.

Oxfam's annual report reveals that the world's billionaires reached unprecedented levels of wealth in 2025, collectively adding $2.5 trillion to their fortunes. The report warns of growing global inequality and highlights that in France, 53 billionaires now possess more wealth than 32 million citizens combined, while over 11 million people live in poverty.

The report also points to inheritance and lower taxation on wealth compared to labor as significant drivers of inequality in France. Oxfam calls for increased taxation on the super-rich, noting that the effective tax rate for the wealthiest 0.1% is falling, but a proposed minimum tax on large fortunes was recently rejected from France's 2026 finance bill.

If children who survive are included, more than 300,000 euros can ultimately be allocated to each of them without any taxation. Today in France, wealth is taxed far less than labor and that really raises questions. One out of two French people receive no inheritance. It's a huge factor of inequality in France. Oxfam released the report to coincide with the start of the World Economic Forum in Davos, Switzerland, where many billionaires gather. Another finding denounced by the charity, the effective tax rate of the richest 0.1% is falling. As a result, a billionaire pays proportionally less tax than a nurse. Oxfam calls for increased taxation on the super-rich, with the money redirected to public purposes. In France, though, a proposed minimum tax of 2% on fortunes above 100 million euros, called the Zucman tax, was rejected from the 2026 finance bill.
