Ukrainian President Volodymyr Zelensky is reviewing a peace plan from the Trump administration aimed at ending the conflict with Russia. The proposal would require Ukraine to surrender two eastern regions, cap its military, forgo NATO membership, and hold elections within 100 days, while Russia would be asked to invest $100 billion of its frozen assets in Ukraine.

The plan has been criticized by Ukrainians and their allies as amounting to capitulation, with major concessions demanded from Ukraine and little required from Russia. Experts note that Russia's President Vladimir Putin has not engaged in direct negotiations and continues a strategy of prolonging the conflict, while Ukraine's ability to defend itself would be severely impacted if the United States withdrew its support.

Aside from Russia's territorial gains, the plan also calls for an immediate ceasefire. Ukraine would cap the size of its military to 600,000 troops. It would be barred from joining the NATO defense pact and Ukraine would have to hold elections within a hundred days from the deal being signed. President Trump says he wants a response from Zelensky by Thursday. Well at some point he's gonna have to accept something you know he hasn't accepted you remember right in the Oval Office not so long ago I said you don't have the cards don't forget I inherited this war I would have never this war never would have happened I inherited this war and I thought he should have made a deal a year ago. CBS News national security contributor Sam Vindergrad joins us now. Sam, good to see you. What do you make of this proposal and who benefits? Well certainly what's being lost in the discussion that President Trump is instigating is the fact that Vladimir Putin has still refused to sit down directly with Ukrainian President Zelensky to try to mediate negotiate an end to this conflict. On its face is 28-point peace plan one can hope is a starting point and not an end. The peace plan contains what many Ukrainians as well as allies of Ukraine are calling capitulation in the form of territorial concessions a cap on its military an agreement not to join NATO and more while asking very little of Russia Lindsay really the only ask of Russia is that or not even ask but that a hundred billion dollars of its frozen assets be invested in Ukraine so you the Ukrainians who are the victims in this war being asked to give up a whole lot while Russia is gaining even more and so Russian President Vladimir Putin says that he's seen the proposal he says it could form the basis for an agreement but he's rejected outreach before is anything different about his calculus this time I still think Vladimir Putin is buying time his strategy in this war has been a slow bleed strategy to try to bleed out the Ukrainian military for the military to want run out of weapons out of people to run out of money and to run out of supporters and yet again despite the fact that Vladimir Putin has not lived up to his end of the bargain following his summit with President Trump the Ukrainians are being asked to give up things and Vladimir Putin is not so I think his strategy is a stalling game he's in this for the long haul as part of his strategy to win the war is there a path forward for Ukraine if the US pulls back its support I think it'd be quite tenuous we've seen European nations try to set step up their security assistance Ukraine their deliberate delivery of more advanced of advanced weapons but the United States does have specific assets and intelligence that Ukraine uniquely depends on so it'd be very hard for Ukraine to just tread water if the United States withdrew intelligence support financial support security assistance and other forms of support Lindsay all right Sam Bening right thank you thanks
