The plan was developed over the course of a month by Trump's special envoy, Steve Whitkoff, in consultation with both Russian and Ukrainian representatives.

Key elements of the plan reportedly include requirements for Ukraine to relinquish some territory, give up certain weapons, and reduce the size of its army—demands that align with longstanding Russian interests. Ukrainian officials have voiced strong skepticism and opposition, stating they were not directly involved in the negotiations and view the plan as a form of capitulation.

Welcome back. A senior White House official tells CBS News that President Trump approved a 28-point plan to end the war Russia launched on Ukraine nearly four years ago. As CBS News foreign correspondent Remy Innocencio reports, President Trump's special envoy and a top Russian official helped create this plan. Yes, CBS News has learned that a senior White House official is saying that President Trump's special envoy, Steve Whitkoff, has been working on this plan quietly and for about a month and consulting not just with the Russians but also with the Ukrainians for their feedback. On top of this, Whitkoff met President Putin's envoy, Kirill Dmitriev, in the United States, and this was just last month, in Miami, Florida for those talks. Something interesting about this is that the Treasury Department, in fact, had to waive sanctions that had been put on him to allow him into the country. As for the Ukrainians, at this time we understand that Kyiv does not approve of the plan, that they have at least been verbally told about, and according to reports it can be understood. Why? For one, because it may call for Ukraine to abandon territory that it still controls. Another is a possibility that it may be forced to give up some weapons, some which could be long-range missiles, in order to strike into Russia, and then there may be the call to shrink the Ukrainian army. And these have been demands that Russia has wanted for a long time. Our CBS News producer in Ukraine says that the reaction right now is, quote, very skeptical and very negative, and that Ukraine was not involved and that they say that the plan is more so capitulation more than any kind of plan towards peace.
