WTO members highlighted the agreement as a landmark achievement for global trade governance and environmental sustainability. The deal aims to address the estimated $35 billion in annual global subsidies to marine fishing, of which more than two-thirds contribute to the depletion of marine stocks. Members emphasized the agreement as a demonstration of international cooperation in tackling global environmental challenges.

At MC12, ministers adopted a protocol to formally insert this agreement into the WTO agreement and open it for acceptance by WTO members. Under WTO rules, the protocol enters into force upon acceptance by two-thirds of the membership. Today we have gathered to pass that threshold and to formally mark and celebrate the entry into force of this important addition to the WTO rulebook. As they pledged to start implementing the agreement, members hailed the deal as a major milestone for the WTO. They said it confirms their commitment to the multilateral trading system and to a more sustainable planet. Today's achievement is a landmark for global trade governance. The entry into force of the WTO's first agreement with environmental sustainability at its core. But it is more than that. At a time when the international trading system faces profound challenges, it sends a powerful signal that WTO members can work together in a spirit of cooperation and shared responsibility to deliver solutions to global challenges. Global subsidies to marine fishing total around $35 billion a year. More than two-thirds of that amount contribute to the depletion of marine stocks.
