The resolution, which was approved with 13 votes in favour and two abstentions from Russia and China, extends the inspection mandate for another six months and applies to vessels on the high seas off Libya's coast.

France, which co-authored the resolution and participates in the EU's Operation Irini, emphasised the importance of the embargo in preventing clashes, particularly in the Tripoli region. However, some states, including Algeria and China, have criticised Operation Irini for lacking transparency and effectiveness. The arms embargo was first imposed in 2011, with vessel inspections authorised since 2016.

The Security Council first imposed the arms embargo on Libya, alongside other sanctions in 2011, during the revolution that eventually ousted former leader Muammar Gaddafi. The Council first authorised these vessel inspections in 2016.
