Over 100 countries have since adopted national action plans supporting women, peace, and security, yet the Council acknowledged that implementation has often been weak and underfunded.

The meeting highlighted ongoing risks faced by women in conflict areas, with a record 676 million women and girls living near deadly conflict zones. The situation in Gaza was singled out, with the UN reporting that seven out of every ten women killed in conflict globally in the past year were in Gaza. Financial hardship is also threatening the survival of local women-led groups in these regions, raising concerns about the future of the women, peace, and security agenda.

25 years ago, the United Nations Security Council adopted a landmark resolution on the crucial role of women in preventing deadly conflict and stopping it when it occurs. On Monday, the Council held its annual meeting to take stock of where things stand. The Council was told of positive achievements, like more than 100 countries that have adopted national action plans on women and peace and security, but also challenges. Today, 676 million women and girls live within 50 kilometers of deadly conflict, the highest since the 1990s. Yet the record of the last 25 years is mixed. Bold, admirable commitments have been followed too often by weak implementation and chronic under-investment. In the occupied Palestinian territory, Sudan, Haiti, Myanmar and beyond, women and girls face grave risks and horrific levels of violence. Ninety percent of local women-led groups in conflict are facing financial hardship. Half are expected to shut down within the next six months, according to a UN report. And then there is Gaza. According to the UN, in the last year alone, for every 10 women killed in conflict globally, seven were in Gaza. Twenty-five years ago, when this body adopted Resolution 1325, Noura Erekat, a Palestinian-American human rights attorney and author, was invited to speak to the Council. Where for decades, courageous Palestinian women have resisted dispossession, removal, apartheid and now genocide. Yet nowhere have the WPS agenda's tenets of equality, inclusivity, accountability and respect for human rights been more out of reach. There is wide acknowledgment that peace is more robust and endearing when women have a seat at the table and are active decision-makers. But as the ongoing genocide in Gaza has shown, even the most well-meaning Council resolutions often fall short in protecting women in their time of need when the bombs start dropping.
