Fourteen members of the Security Council voted in favor of the resolution, with Russia abstaining. The Russian ambassador sought clarification on specific terms of Israel's agreement. Hamas has expressed readiness to engage with mediators to implement the principles of the plan.

Negotiations for the ceasefire have involved mediators from the U.S., Egypt, and Qatar who have been working for months to finalize an agreement. Hamas has voiced its demands for a permanent end to the war and the withdrawal of Israeli forces from Gaza, home to 2.3 million people. The conflict escalated following an attack by Hamas militants on October 7, which resulted in over 1,200 Israelis killed and 250 taken hostage. Gaza health authorities report more than 37,000 Palestinians have died in the ensuing Israeli offensive.

In a statement, the militant group said it's ready to cooperate with mediators over implementing the plan's principles. The resolution supports a three-phase ceasefire plan laid out by Biden, which he described as an Israeli initiative. Negotiators from the U.S., Egypt and Qatar have been trying to hash out a ceasefire for months. Hamas says it wants a permanent end to the war in Gaza and Israeli withdrawal from the enclave of 2.3 million people. Israel is retaliating against Hamas, which rules Gaza, over the October 7 attack by its militants. More than 1,200 people were killed and over 250 taken hostage, according to Israeli tallies. More than 37,000 Palestinians have been killed in the Israeli assault, according to Gaza health authorities.
