To the latest now out of Washington, the Trump administration's immigration rate of a Hyundai facility in Georgia raising fresh concerns for businesses when it comes to the labor force. Megan Kosella in Washington with the latest. Megan. Hey guys, good morning. So this is a prime example here of competing priorities within the Trump administration. This one showing how the president's goals of a massive expansion of foreign investment and U.S. manufacturing could be at odds with his desired crackdown on illegal immigration. So this episode started on Thursday when 475 workers, mostly South Korean nationals, were arrested during an immigration crackdown at a Hyundai electric battery plant under construction in Georgia. Government officials have said it was the largest single-site enforcement operation in history and that hundreds of people arrested were living or working in the U.S. illegally. President Trump then took to Truth Social late yesterday to warn that he is calling on all foreign companies investing in the United States to please respect our nation's immigration laws. He said, your investments are welcome and we encourage you to legally bring your very smart people with great technical talent to build world-class products. Went on to say, what we ask in return is that you hire and train American workers. So that then raises the question, guys, of how many other companies building in the U.S. could be next on the target list. So take a look here. Construction is the top field by far for undocumented workers, employing about 20 percent of the undocumented workforce. Manufacturing is top three. Food services, retail, you can see the others. So all possible industries here where the White House could be looking for its next crackdown. And there is also, of course, the trade angle as well. South Korea, you'll remember, announced that framework deal just last month for lower tariffs on certain sectors, including cars and semiconductors, most notably. That was an exchange for Korea making major investments in the U.S., but none of that has yet been set in stone. So now this episode throws all of it in jeopardy. Guys, I do think that both governments made – I mean, they've done a good job of de-escalating any tensions. Obviously, Korea is a really strategic and important ally in the region, and President Trump made it clear in his post that he still welcomes the investment from Korean companies. I think the biggest question it raises, Megan, is, do we have the labor force in this country to stand up all of this high-tech manufacturing? Absolutely. Both really good points. And I will say that, yes, President Trump did say yesterday, of course, we still have a great relationship with South Korea. He was trying to keep these on two separate tracks, but our bureau in Seoul passed along some comments among lawmakers starting to get worried about how this can influence those trade talks, since none of the trade negotiations thus far have been written in stone. They're worried about that. So still more to come, probably, on that front. But to your broader point, that's absolutely the right question here. And historically, the U.S. hasn't had the labor force that it needs. We're a much higher-skilled labor force. So places like construction and manufacturing, we haven't been training enough American workers in those fields. That's why you see something like 20 percent of the undocumented workforce is in construction. So, yes, the administration has these lofty goals of boosting American manufacturing. And while we might have the talent to sort of design those chips or whatever might be built there, the construction workers are where we'll really fall short. So is it a question of developing more low-skilled worker visas, allowing in more of these workers, or simply not cracking down in this way? There's going to be some sort of question, because we don't have the workers on our own to fulfill those jobs, at least as of now. JOHN YANG The additional wrinkle in all of this, Megan, is when a company establishes a facility in another country, they're going to staff it with some of their own expats because they want consistency across their global manufacturing protocols. And we're going to see how thin that line can be if the host country is really insistent on a big portion of that workforce being from that country. MEGAN SMITH Just do it legally, I think is the plan. MEGAN SMITH Absolutely. I mean, if South Korea wants a South – if the U.S. wants a South Korean company investing here, they're going to need some South Korean intelligence and talent and workforce in order to make that happen. There are novel ways to do this. Some Korean lawmakers were pointing out how other countries, when they've negotiated trade deals with the U.S., part of the trade deal has been visas, specifically for this reason, so that when they invest in the U.S., they can make sure that they have some of their native intelligence working on it. That hasn't been a part of trade talks in this term so far. Maybe that's the kind of thing, though, that could sort of make sure this gets done legally.
