A recent assessment of abortion rights across the European Union shows considerable variation in legal protections and access to abortion services. Sweden, France, and the Netherlands are ranked highest for their legal frameworks, while Malta and Poland remain at the bottom with highly restrictive laws and limited access.

The European Abortion Policies Atlas 2025 notes that 15 countries have made progress since the previous edition, with reforms such as France making abortion a constitutional right and the removal of mandatory waiting periods in Luxembourg and the Netherlands. However, only a small number of countries have fully decriminalised abortion or provide comprehensive coverage in national health systems. The report also highlights negative trends, including new restrictions and increased barriers in Italy, Malta, and Slovakia.

What is the state of abortion rights across the EU? When it comes to legal protections for legal abortions, Sweden, France and the Netherlands top the ranking in the EU. By contrast, Malta at 3.7% and Poland at 18.6% remain at the bottom of the ranking, with abortion largely criminalised, with strict penalties and restricted access to clinical care. This is according to the European Abortion Policies Atlas 2025. It scores countries across four key criteria legal status, access, clinical care and service delivery and information. Since the previous edition in 2021, 15 countries have taken steps forward. France made abortion a constitutional right, while Luxembourg and the Netherlands removed mandatory waiting periods. Other positive reforms were seen in Denmark, which extended limits to 18 weeks, and in Lithuania, which legalised medical abortion. However, solely three EU countries allow abortion care via telemedicine, only five EU countries have fully decriminalised abortion and 13 member states fully cover abortion in their national health coverage. Negative trends include new restrictions in Italy, Malta and Slovakia, such as increased harassment of abortion providers and the spread of state-led disinformation, which make it more difficult for individuals to access abortion services.
