President Ahmad al-Shara described the agreement as a victory for all Syrians and expressed hope that it would mark the beginning of reconstruction and national unity.

The 14-point peace plan involves merging the SDF with government institutions, transferring administration of key regions to Damascus, and granting the government control over Islamic State detainees and major oilfields. Thousands of Kurdish civilians have been displaced by the recent clashes, and while no timeline has been set for the full implementation of the agreement, the cessation of hostilities is the immediate priority.

The 14-point peace plan will see the SDF merge with government-led military and state institutions, the Kurds hand administration of Deir ez-Zor and Raqqa to Damascus, and the Syrian government assume full responsibility over Islamic State-grouped detainees and camps, as well as take control over the rights of oilfields, including the country's largest, al-Omar. A previous agreement, signed in March, failed, with both sides accusing the other of violating the deal. The latest truce comes after a lightning offensive by Syrian forces into Kurdish-controlled territory in the northeast. Syrian government forces entered the strategic town of Takba and the city of Raqqa, which was under SDF control since 2017. Damascus had been locked in deadly clashes with the SDF since earlier this month, steadily extending their grip on SDF-controlled territory, including three Aleppo neighborhoods. Thousands of Kurdish civilians have been displaced by the fighting. Many have fled to the Kurdish-controlled city, Qamishlo. For now, there isn't a timeline for implementing the entire peace agreement, but Syria's president has said that the first step will be the cessation of all hostilities.
