Commercial fires are often blamed on the poor enforcement of safety standards and inadequate resources for firefighters. There have been other fires at Ghaul Plaza alone in recent years. The cause of this latest and most devastating blaze is under investigation. The government says the aim is not to find scapegoats, but to prevent future fires.
