The emir of Qatar visited the Democratic Republic of the Congo (DRC) for the first time, aiming to strengthen peace efforts and economic partnerships. During the visit, Qatar announced an initial investment of $21 billion targeting key sectors such as agriculture, infrastructure, energy, and digital development.

This initiative follows Qatar's mediation in peace talks between the DRC government and M23 rebels, which recently resulted in a framework agreement for comprehensive peace. The visit also reflects deepening diplomatic ties since 2022, with both countries expressing optimism about future cooperation and the DRC's evolving international image.

Peace and partnerships, the objectives of this first visit by an emir of Qatar to the Democratic Republic of Congo. Since March, Qatar has been mediating peace talks between DRC's government and the AFC M23 rebels in the east, with a major framework agreement for comprehensive peace signed in Doha last week. The emir is here to strengthen the peace with economic investments. Qatar has announced an initial funding of 21 billion. I'm a fan of the saying, to start, you have to start. In other words, the 21 billion is a lever that will allow us to effectively tackle important issues, the sectors that can have a ripple effect on other areas. We can't start all sectors at once, even with 100 billion. We'll target sectors that, once realized, will have a ripple effect on other sectors. And that's where we'll allocate the 21 billion, particularly in agriculture, infrastructure, energy, and digital. Qatar-DRC ties have continued to strengthen since November 2022, when DRC appointed its first-ever ambassador to Doha. She pushed for strong economic cooperation and for the launch of a direct air link between Doha and Kinshasa by Qatar Airways. The current state of the relationship between the two countries, the Democratic Republic of the Congo and the state of Qatar, are outstanding. I have to admit that, although young, because the diplomatic relationship between the two countries are three years old, or three and a half years old, but despite the fact that they are very young, they are also in really good shape. Qatar's outreach in Africa is widening, with its recent pledge to invest $103 billion in six nations, mainly in the Great Lakes and East Africa. The Democratic Republic of Congo will receive $21 billion, Mozambique $20 billion, Zambia and Zimbabwe $19 billion each, and Botswana and Burundi $12 billion each. All are resource-rich countries able to provide what Qatar might need to diversify its economy, which is still 60 percent reliant on hydrocarbons. Qatar is betting on the success of its dual approach of peace, diplomacy and mutual economic partnerships in Africa. And the DRC leaders say they're on board. Throughout our stay here, we've heard government officials saying it's time for the world's traditional perception of DRC as only a place of conflict and blood diamonds to end, and that a new Congo that's respected among nations is emerging. One of the richest countries in the world, with the resolve to be in full control of its resources and its political destiny.
