Police ticket quotas are now illegal in the state of Ohio after a piece of bipartisan legislation passed banning the practice.

Ohio has enacted a law that makes it illegal for police departments to use ticket quotas as a measure for evaluating officers. The bipartisan legislation prevents quotas from influencing promotions, transfers, or disciplinary actions, and allows officers to report violations to the Attorney General, who can issue cease and desist orders if quotas are found.

Supporters, including former police officer and law co-sponsor Cecil Thomas, say the change will let officers use their own judgment and improve community relations. The law aligns Ohio with at least 26 other states that have already banned ticket quotas, and is seen by advocates as a step toward increasing public trust in law enforcement.

Police ticket quotas are now illegal in Ohio. It's just a tool. That that that the police department can use as well as the citizens can use to better their good police community relations. A new law that went into effect Tuesday bans departments from using citation minimums to evaluate officers. The bipartisan legislation means quotas can no longer determine promotions, transfers or disciplinary actions. Democrat representative Cecil Thomas, who co-sponsored the legislation, is a former Cincinnati police officer who told me he knows the pressure first hand. At the end of the year, every officer was evaluated and you were given a number between 10 and 20. Somewhere in that range. The higher the number, the better that you were doing in terms of your evaluation. The problem was that if you got a 13 or less of a number, you could not even take a promotional exam. Thomas says the law now lets officers use their own judgment. At least 26 other states have already banned this practice, and it comes with a reporting enforcement mechanism. Officers can now report departments to the Attorney General's office. If they do use quotas, the AG will then investigate and can now issue cease and desist orders. When people feel like the primary goal of law enforcement is to kind of play gotcha through ticket quotas, there's apprehension from the public to assist law enforcement in some crimes that may be more serious in nature. It's a first step that organizations like the National Police Accountability Project believe will increase public trust in police departments statewide. This was one of the few examples of bipartisan legislation in a very polarizing political environment, and so our hopes is that people will see that whether you are consider yourself to be on the left or the right that this is what is just grounded in good public safety policy.
