Over 900,000 residents in the Philippines have been evacuated from vulnerable areas as Super Typhoon Phung Nguan, locally called Uwan, approaches the main island of Luzon. The typhoon is expected to make landfall in Aurora province, with authorities implementing large-scale preemptive measures including suspending schools and government offices, and activating emergency operation centers.

The region is still recovering from Typhoon Kalmegi, which resulted in significant casualties and damage. Communities are facing compounded challenges, including recent volcanic unrest and earthquakes, with many families displaced and infrastructure severely impacted. Relief efforts are ongoing, but crowded evacuation centers and disrupted communications are complicating aid delivery.

You're looking at images of Manila in the Philippines. This is from earlier today. More than 900,000 people have been evacuated from vulnerable areas of the country as Super Typhoon Phung Nguan began hitting the main island of Luzon. Experts forecast Phung Nguan, also locally known as Uwan, will make landfall in the Aurora province very soon. This is happening as Maritime Southeast Asia recovers from another typhoon, Kalmegi, which killed 224 people in the Philippines and five in Vietnam. For a closer look, we're now joined by Riza Dehito. She is the country director for CARE Philippines, joining us this morning from Bacolod City in the Philippines today. Thank you so much for talking to us. Thank you so much, Marianne, and good evening from the Philippines. I've actually just come from the field visiting our communities hit by Typhoon Kalmegi. And give us a sense of what the situation there is on the ground. As you mentioned, it is evening there. You are 12 hours or so ahead of where we are here in our Eastern time here in Ontario. But when you're talking about the damage and what you saw in the field, give us a sense of what the situation is there. Well, the situation is really dire, especially in the Bicol region and northern Luzon. So Super Typhoon Uwan, as we call it, has left hundreds of thousands displaced, although the government has made preemptive evacuations of around 100,000 people. But really entire towns like in Camarines Sur are cut off, no power, no mobile signal, and there's severe flooding as well. And then we're also seeing heartbreaking scenes of waist deep floods, collapsed homes and roads blocked by debris. And the flooding is actually going like it's not like you wait for hours, but the flooding is coming in minutes. So it's like flash floods. And what's especially painful, Marianne, is that the same municipalities that were devastated by Super Typhoon last year are also hit again. So for these families, it feels like the recovery never really began. And these communities are reeling from layered disasters. There was also volcanic unrest in certain areas that is actually also hit by the current typhoon. And there were also some earthquakes and then, of course, Typhoon Kalmegi just weeks ago. Now Uwan has arrived, livelihoods are lost, and schools are turned into evacuation sites. So the children actually are stopping their learning and education to give way to the evacuation centers. And families who were just starting to rebuild have lost everything again. So we are no longer just responding to one storm. We are also responding to a climate crisis playing out in real time. And with the placement of the Philippines, of course, in the Pacific Ring of Fire, this is not something that the Filipino community and those across the country have never dealt with before. And as you mentioned, something you've seen in your country, different types of disasters. But with that comes the trauma and now the anticipation of another storm, as you mentioned, just as recovery from the previous storms were still underway. How are people preparing and what are you hearing as far as when this will make landfall today? Well, you know, the government has moved early and at scale. National and local emergency operation centers are on high alert with our national disaster risk and management council in multiple regions actually activating around-the-clock coordination hubs. So key agencies have preposition stocks and funding. And there's actually around 2.34 billion in standby pesos in standby funds by the Department of Social Welfare and Development. And they were also issuing continuous forecast and storm surge warnings that enabled large preemptive evacuations before the worst of the winds and the flooding. So schools, like I said, and government offices were proactively suspended across several regions to keep people and children safe. But at the same time, of course, the scale and geography of the storm stretched and can stretch any system. So 77 seaports halted operations, roads and bridges are impacted, which really slows relief movement. So even if we are preparing, you know, and there's actually a lot of activation of anticipatory action where many organizations, including the UN and humanitarian organizations, have released multipurpose cash transfers so that the communities can buy whatever they need to prepare for the storm. But because of the magnitude of this and the severity of this typhoon, evacuation centers are still crowded, raising wash and health risk, and some coastal and inland municipalities have faced power and communication outages, complicating last mile delivery of aid. So the communities, they are responding with resilience and dignity as much as they can. But what we see again, what we see again and again is this, that Filipinos don't wait. They move, they organize, they help each other. And it's deeply humbling to witness. But then we will see after the typhoon has exited the Philippine area of responsibility, and we will see if the communities and the government can actually manage the devastation.
