Meta has stated it will not sign the European Union's voluntary Code of Practice on Artificial Intelligence, distinguishing itself from OpenAI and Microsoft, who have announced their intention to sign. Meta cited concerns about legal uncertainties for AI model developers and questioned the EU's approach to AI regulation.

The Code is designed to help AI companies comply with upcoming EU laws on transparency, copyright, and security, including commitments not to use stolen data. While signing the Code is voluntary, all companies operating in the EU, including Meta, will be required to comply with the new AI Act when it comes into force. Google and Amazon have not yet announced their positions regarding the Code.

Meta won’t sign EU’s AI Code, but who will?

To sign or not to sign the EU Code of Practice on Artificial Intelligence? This is the question that the web giants are asking themselves. OpenAI and Microsoft have already announced their intention to sign it. On the other hand, Meta is the only one to have announced it would not do so. One of its leaders said on social media that Europe is heading down the wrong path with regards to AI, and pointed out legal uncertainties for model developers. There is no doubt that the success of the Code of Practice will be counted on how much participation and goodwill from the industry there is. So there is no doubt about that. And Meta as a large player and very ambitious player, as we discussed, trying to really compete in the US and globally with other AI hyperscalers, it definitely is a blow considering how fast they were in making that decision and making it public. This kind of compass aims to help AI model providers comply with the new European laws on artificial intelligence that will enter into force in August. The rules concern transparency, copyright and security, for example companies committing to not develop AI models with stolen data. The European Commission has ensured that Meta will still have to comply with EU law on AI. Signing the Code of Practice is voluntary. What will however not be voluntary for Meta is to be compliant with the AI Act by the 2nd of August. This will be an obligation. Other companies like Google and Amazon have not yet declared if they would sign the Code or not.
