The Rwandan-backed M23 rebel group recently captured the city of Avira in eastern Democratic Republic of the Congo, resulting in dozens of deaths and the displacement of hundreds of thousands of residents. Despite a return to calm, many locals remain anxious, and the streets and markets are largely empty.

The fall of Avira, a key government stronghold in the mineral-rich South Kivu province, comes shortly after a peace deal brokered by the United States between the Congolese and Rwandan governments. The US has criticized Rwanda for supporting the rebels and pressured M23 to withdraw, but doubts remain about the long-term effectiveness of the peace agreement in a region plagued by decades of conflict.

It's been just over a week since Rwandan-backed M23 rebels took control of Avira. Dozens were killed in the fighting, and in just a few days, hundreds of thousands of people displaced. Avira was the Congolese government's major stronghold in the South Kivu province. Its fall follows a string of major M23 captures across eastern Congo, near the borders with Burundi and Rwanda. The region is rich in minerals, so controlling it is key. But the M23 now says it will withdraw from Avira after pressure from the United States. The US has been angered by the continuing violence, and has criticised the rebels' backer, Rwanda. So rather than a march towards peace, as we saw under President Trump's leadership in recent weeks, Rwanda is leading the region towards increased instability and war. The situation in Avira is somewhat embarrassing for Washington. It only recently brokered a supposed peace deal between the Congolese and Rwandan governments. That aimed to end three decades of conflict, and what the UN calls one of the world's worst humanitarian crises. But doubts remain about whether it can be so simple in a region where peace has been so elusive for so long.
