Despite peak whale consumption in the early 1960s, the demand in Japan declined as other meat sources became more readily available. Before this announcement, commercial whaling in Japan was confined to minke, Bryde's, and sei whales.

Commercial whaling in Japan is currently limited to three minor species – minke whales, brights whales and sei whales.
